Why Doom10?Doom10 is an alternative forum to Doom9. There are a few reasons it has been created.
1. Unreasonable rules and over-enforcementDoom9 had a few particularly notorious rules, such as "Rule 6" (Rule 4 here):
6) No warez, cracks, serials or illegally obtained copyrighted content! Links to content of a questionable nature (e.g. anything you don't own and/or have downloaded), asking for, offering, or asking for help/helping to process such content in any way or form is not tolerated.
The practical result of this rule was that almost every single thread with a newbie asking for help turned into a newbie-biting fest as people attempted to investigate every word the newbie posted looking for something that might possibly be dubious. Instead of merely stopping discussion about illegal content, it led to complete unfriendliness to new members, with every help thread potentially turning into a witch hunt.
Doom10 will not have this. While questions asking for obviously-illegal content will be just as prohibited, there will be absolutely no toleration of such treatment of newbies.
2. Missing administratorDoom9, quite honestly, hasn't been able to administer his own forum. There have been tons of downtimes (mostly caused by the site being hosted on someone's home connection) and very little attention from the top. This has led to a lot of problems that would likely have not occurred if Doom9 spent more time keeping things working properly.
3. Power-tripping moderatorsWith highly subjective rules and no way to appeal to an admin comes moderators who get their kicks from locking threads and using their moderator powers to protect their payware products from criticism and harass users. Doom10's solution to this is the final Moderator Rule:
Moderators cannot use their moderator status in any discussion in which they are involved. If a moderator is needed in such a case, another moderator or administrator must step in.
Doom10 will have less moderation than Doom9. Rather than seeing every thread as an opportunity to get posts deleted or users banned, we will make the assumption that no posts will need to be deleted and no users banned and only act in exceptional cases.
4. Outdated informationThe vast majority of the information on Doom9 was years out of date and it was often very difficult for newer members to distinguish still-valid guides from those that were half a decade outdated. Doom10 will focus on modern video technology.
